The Mission of the Federal Acquisition Services Top Office, GSA/FAS Management Services Center is to acquire space on behalf of the federal government and act as a caretaker for federal properties across the nation. The Public Buildings Services Center identified a need for supervisory and staff development in skills in the following topic areas:
- Basic Supervisory Skills
- Performance Management
- Conducting Performance Appraisals
- Building Effective Teams
- Influence & Persuasion
TerconPartners was asked to design and deliver the requested custom-designed program in monthly classroom training sessions over a 12-month period. The first step was for TPI to conduct interviews with a cross-section of PBS employees to become familiar with the issues, unique work demands and challenges faced by the programs participants. Mini-case studies were then developed for classroom discussion and skill-building purposes. Another feature of the program was for participants to work in small teams to complete Action Learning assignments focused on solving a problem or improving a work process encountered in their work environment.
Participant ratings for the program averaged between 4.3 to 4.8 on a five point Likert Scale. Best-liked features of the program included the team assignment, the fact that the classroom training was highly interactive and the knowledgeable instructors.
